Role Overview:
The MEL Technical Specialist/Advisor will play a key role in conceptualizing, developing, and implementing Monitoring, Evaluation, and Learning (MEL) components for IIDC’s programmes. This position involves supporting program partners in monitoring, impact measurement, and knowledge-sharing to improve program effectiveness.

Primary Duties and Responsibilities:

  1. Monitoring Frameworks and Tools: Develop and refine monitoring frameworks, processes, and tools for partner programmes, ensuring indicators reflect critical activities and data collection tools are user-friendly.
  2. Evidence Generation: Provide technical support in the development of reliable programme monitoring, outcome, and impact measurement evidence, including baseline and midline studies.
  3. MIS Development: Create and operationalize “Fit for Purpose” Monitoring Information Systems (MIS) for timely evidence extraction and use.
  4. Data Management: Utilize programme and other data for quality improvement, ensuring effective data management and application.
  5. Technical Support: Offer ongoing technical support to partners in monitoring and evaluation processes, including data collection, management, and analysis.
  6. Capacity Building: Train and develop technical and non-technical staff in monitoring, evaluation, and data use.

Required Qualifications:

  • Education: Master’s degree in Monitoring and Evaluation, Social Research, Statistics, or a related field. A PhD with a focus on Quantitative and Qualitative impact measurement is highly advantageous.
  • Experience: At least 10 years of extensive work experience in developing and implementing programme measurement and learning systems.
  • Skills: Proficiency in developing and deploying measurement evaluation designs, MIS systems, qualitative and quantitative data management, and training staff.
  • Additional Expertise: Thematic programming expertise in children’s rights, gender-based violence, male engagement, and Early Childhood Development (ECD) is beneficial.
  • Communication: Excellent writing, reporting, and documentation skills for research and evidence products.
  • Collaboration: Ability to work independently and collaboratively, engaging with diverse stakeholders across different time zones.
