Purpose of the Job:
The Procurement Officer is responsible for managing the entire procurement process, including sourcing, purchasing, and supplier management. The key objective is to secure high-quality materials and services at the best prices while ensuring compliance with company policies and industry regulations.
Key Responsibilities:
Procurement Plan and Strategies:
- Participate in the preparation and execution of the annual procurement plan.
- Manage procurement budgets, track expenses, and report variances.
- Review and approve procurement requisitions and purchase orders.
Suppliers Sourcing and Vendor Selection:
- Conduct market research to identify trends and evaluate potential suppliers.
- Manage the tendering process, including drawing up tender documents and evaluating bids.
- Maintain a list of qualified suppliers and monitor their performance.
Contracting and Compliance:
- Negotiate contracts to maximize value for Jitegemee Holdings.
- Oversee inspections and quality checks of procured materials.
- Ensure procurement activities comply with legal and company standards.
- Coordinate the contracting process and maintain records for audits.
Records Management and Reporting:
- Maintain accurate procurement records and prepare periodic reports.
- Generate reports for management reviews and audits.
Qualifications, Knowledge, and Skills:
Academic Qualifications:
- Bachelor’s Degree in Engineering (preferably Mechanical Engineering), Procurement and Supply Management, or related fields.
Professional Qualifications:
- Professional Certification in Procurement (e.g., CPSP).
- Registration with the Procurement Supplies Professional Board (PSPB) is essential.
Experience:
- Minimum of 3 years of experience in procurement.
- Experience in mining or the heavy equipment industry is preferred.
- Knowledge of Mechanical Engineering is an added advantage.
Technical Competencies:
- Proficiency in procurement laws and processes in Tanzania.
- Familiarity with procurement software and tools.
- Strong contract drafting, reviewing, and negotiation skills.
- Ability to manage supply chains and ensure timely delivery.
Behavioral Competencies:
- Strong negotiation and communication skills.
- Ability to enforce compliance and work under pressure.
- Team player with multitasking abilities.
