Background

Rikolto in East Africa is part of the Rikolto network, an international NGO with more than 50 years of experience in partnering with farmer organizations and food chain actors across Africa, Asia, Europe and Latin America. Rikolto aims to contribute to the development of a dynamic, sustainable and inclusive agricultural sector with family farmers providing quality produce for own consumption and for diverse markets (national, regional and international markets).

Rikolto is seeking a Junior Monitoring and Evaluation (M&E) Officer under the Young Talent Development Professionals (Internship) programme to support projects implemented in the Southern Highlands regions (Iringa, Njombe, Mbeya, Songwe, Rukwa, and Katavi but also will provide indirect support  to projects across  Central Tanzania (Singida and Dodoma) and Western Tanzania (Tanga , Dar es salaam, Morogoro) , Northern Tanzania ( Mnyara, Arusha, Kilimanjaro). The M&E Officer will contribute to achieving the objectives of the Planning, Learning, and Accountability (PLA) system across these projects. 

Key Responsibilities

As a Young Professional Monitoring & Evaluation (M&E) Officer, you will play a vital role in support strengthening Rikolto’s Planning, Learning, and Accountability (PLA) system across projects in Tanzania

Your responsibilities will include:

MEL System Development & Data Management

  • Support the implementation of Monitoring, Evaluation, and Learning (MEL) frameworks, tools, and systems aligned with project Theory of Change and logical frameworks.
  • Assist in developing indicator tracking tools, data collection instruments, and reference manuals.
  • Support quality assurance of M&E data such as Collect, validate, and manage project data to ensure quality, consistency, and reliability.
  • Support basic statistical summaries and Analysis of collected data. 
  • Track progress on key indicators such as trainings outputs, Adoption rate, and beneficiaries’ participation on climate-smart practices, wetland restoration, green enterprise viability, market access, and gender/youth inclusion.

Planning, Monitoring & Reporting

  • Contribute to planning processes, including setting monitoring and impact indicators.
  • Support routine monitoring of project activities, expenditures, and progress toward outputs and outcomes.
  • Assist in preparing monthly, quarterly, and annual reports, as well as mid-term reviews and end-line evaluations.
  • Document lessons learned and success stories for internal learning and external communication.

Capacity Building & Learning

  • Build MEL capacity among project teams, partners, and cooperatives by clarifying roles and responsibilities.
  • Share best practices and evidence to inform strategic decision-making.
  • Support thematic studies and assessments (e.g., value chain impacts, ecosystem services).
  • Assist in coordinating internal and external evaluations (baseline, midline, endline).
  • Participate in designing and conducting qualitative and quantitative surveys.

Coordination & Communication

  • Collaborate with thematic leads, project managers, and external MEL consultants to ensure alignment.
  • Contribute to knowledge of products and data-driven insights for internal and external audiences.

Expected Deliverables.

From the outlined responsibilities, Rikolto expects the selected M&E Officer to deliver the following results:

  • Quality and timely collection and analysis of data from field
  • Support to FSC Cluster Coordinator and Program team in preparing reports.
  • A Management Information System that enables staff and partners to easily extract useful data for analysis and decision making.
  • Improvements to M&E systems including data management and analysis processes.

Education Qualifications and Experience.

  • Should be a graduate from 2022 onward.
  • Bachelor’s degree in Agricultural Economics, Statistics, Development Studies, Economics, or related M&E field.
  • Proven experience in designing tools and strategies for data collection, analysis, and reporting.
  • Expertise in data analysis using statistical software (e.g., SPSS, STATA, or similar).
  • Strong training and facilitation skills for capacity building among project teams and partners.
  • Knowledge of MEL tools (Excel, Google Forms, Kobo Toolbox) and data visualization tools (Power BI, Tableau) is an added advantage.
  • Resident in and knowledgeable about the Southern Highlands regions; successful candidates must be able to arrange their own accommodation.
  • Highly committed, disciplined, and able to work effectively with diverse stakeholders.
