About the Project

The USAID NextGen Ugavi Bora, Afya Bora activity is a critical initiative aimed at improving Tanzania’s public health supply chain and pharmaceutical services. This project focuses on ensuring sustainable access to high-quality, affordable health commodities while strengthening the capacity of local systems, institutions, and individuals to manage supply chains effectively.

By integrating global best practices and empowering local stakeholders, this project drives sustainable improvements in commodity security, regulatory systems, and pharmaceutical services.


Position Summary

As the Demand Planning Advisor specializing in Family Planning (FP) & Malaria, you will provide technical leadership and strategic guidance on demand planning, quantification, and supply planning. You’ll mentor Ministry of Health (MoH) stakeholders, strengthen national quantification processes, and address supply chain challenges related to Malaria, FP, and MNCH commodities.

Key Responsibilities

Technical Expertise in Demand Planning

  • Support the Pharmaceutical Services Unit (PSU) and Medical Stores Department (MSD) in conducting national essential medicines quantifications, including bottom-up quantification processes.
  • Provide expert guidance on forecasting MNCH and FP needs while ensuring alignment with national strategies.
  • Collaborate with MoH stakeholders to analyze the supply chain implications of product selection, care guidelines, and treatment updates.

Supply Chain Optimization

  • Assist government partners in estimating commodity costs and identifying financial resources to meet demand.
  • Monitor in-country supply levels, conduct pipeline analyses, and address potential supply challenges.
  • Drive improvements in the quality of data used for quantification exercises, enabling more accurate demand planning.

Stakeholder Mentorship & Collaboration

  • Coach and mentor public sector stakeholders to develop and implement strategic supply chain solutions.
  • Foster partnerships with government agencies, NGOs, and other health sector stakeholders to achieve project goals.
  • Facilitate communication with the Procurement Services Agent (PSA) and escalate critical issues for national decision-making.

Work Planning & Reporting

  • Lead annual work planning for demand planning activities, including budgeting for meetings, training, and workshops.
  • Document lessons learned, best practices, and success stories to support project success and knowledge sharing.
  • Submit timely technical reports, trip summaries, and presentations.

Qualifications & Skills

Education

  • Higher qualification in Pharmacy, Medicine, Public Health, or a related field.

Professional Experience

  • Proven expertise in leading national quantifications for Malaria, Family Planning, HIV/AIDS, Tuberculosis (TB), and MNCH.
  • Strong understanding of supply chain management, public health commodity logistics, and strategic planning.
  • Experience working with the Tanzanian government and NGOs is highly preferred.

Technical Proficiency

  • Skilled in preparing and presenting commodity-related information to diverse stakeholders.
  • Proficiency in common tools such as Word, Excel, and PowerPoint.

Key Attributes

  • Exceptional written and verbal communication skills in English.
  • Strong mentorship and coaching abilities to guide public sector stakeholders.
  • Ability to work independently, meet deadlines, and deliver high-quality results.
  • Comfortable traveling extensively within Tanzania and internationally for conferences or training.

Desirable Experience

  • Familiarity with USAID-funded projects and international development programs.
