Position Title: Senior Officer – Finance and Accounts
Department/Function: Finance and Administration
Reports To: Manager – Finance and Accounts

Location: Head Office – Dar es Salaam

1. Job Summary

The Senior Officer – Finance and Accounts is responsible for ensuring the smooth operation of the finance unit and maintaining accurate financial records of the Trust. The role entails overseeing financial reporting, budgeting, cash flow management, tax accounting, and internal controls.

Reporting directly to the Manager – Finance and Accounts, the position requires a high level of attention to detail, analytical ability, and collaboration with cross-functional teams to ensure the Trust’s financial integrity and success.

2. Key Responsibilities

A. Financial Reporting and Compliance

  • Prepare monthly, quarterly, semi-annual, and annual financial statements in line with regulatory and organizational requirements.
  • Maintain accurate and up-to-date accounts, ensuring timely reporting for internal and external stakeholders.
  • Ensure compliance with Financial Reporting Standards and TFRS-1.
  • Collaborate with external auditors to ensure alignment with International Public Sector Accounting Standards (IPSAS).
  • Prepare and present annual accounts reports as required by management and other stakeholders.
  • Perform monthly account reconciliations to ensure the accuracy and integrity of financial data.
  • Review and recommend improvements to the chart of accounts to enhance reporting accuracy.
  • Maintain and update the accounts manual, ensuring relevant teams are informed of any amendments.

B. Audit, Internal Control, and Tax Management

  • Manage all aspects of tax accounting and compliance.
  • Oversee both internal and external audit processes, from planning to final reporting.
  • Develop, implement, and monitor internal control systems to safeguard assets and ensure sound financial management.
  • Verify that all financial transactions comply with the Trust’s policies, procedures, and authorization limits.

C. Budgeting and Unit Management

  • Assist in the preparation, monitoring, and revision of budgets in line with organizational goals.
  • Ensure adherence to budgetary controls and provide analysis to support decision-making.
  • Support the Finance and Administration Manager in managing daily operations, including supervising and mentoring unit staff.
  • Manage and control all account ledgers to maintain financial accuracy.
  • Oversee all finance and accounting functions within the Trust and perform any other related duties as assigned.

3. Job Specifications

A. Academic Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, or a related field.
  • Professional accounting certification (ACCA or CPA-T) is mandatory.
  • Additional qualifications such as IPSAS certification or a Master’s degree in Finance or related field will be an added advantage.

B. Relevant Experience

  • Minimum of five (5) years of progressive experience in finance and accounting roles.
  • Proven experience in financial analysis, forecasting, budgeting, and reporting.
  • Exposure to financial audits, risk management, and compliance processes.
  • Experience in a senior or supervisory capacity and within a similar industry is an advantage.

D. Functional Skills

  • Proficiency in accounting software and ERP systems.
  • Advanced skills in Microsoft Excel for data analysis, modeling, and reporting.
  • Strong competence in financial report writing, budgeting, forecasting, and risk management.
  • Demonstrated strategic thinking, planning, and organizational abilities.
  • Excellent time management, communication, and team coordination skills.
