Provision of services for Clean-Up Events and awareness Campaigns 

Project locations: Dar es Salaam 

Type of Contract: Local-based NGO 

Duration: April 2026 – June 2026 

Name of the project: Ramani Zetu, Sauti Zetu

  1. Background 

The Ramani Zetu, Sauti Zetu project aims to enhance community resilience to urban flooding by strengthening disaster preparedness, promoting environmental responsibility, and improving early warning awareness across selected wards in Dar es Salaam, with potential extension to Morogoro and Pwani regions. A key component of the project is the implementation of community-led clean-up events and early action awareness campaigns targeting flood-prone hotspots such as blocked drainage channels, riverbanks, and waste accumulation areas. 

As part of the project’s community impact activities, targeted cleanup events and awareness campaigns will be conducted in selected wards to reduce flood risks, enhance environmental management, and improve disaster preparedness at the community level. 

  1. Objective of the Assignment 

The overall objective of this assignment is to plan, coordinate, and implement community-led cleanup events and environmental awareness campaigns in selected wards of Dar es Salaam, Morogoro, and Pwani regions, contributing to improved drainage, reduced flood risks, and enhanced community awareness and preparedness. 

  1. Scope of Work 

The coverage is in Dar es Salaam at Temeke (Keko), Kinondoni (Magomeni, Mwananyamala, Mzimuni), Ilala (Buguruni, Mnyamani, Tabata), and Ubungo (Ubungo, Makurumla, Mabibo). Each area shall receive targeted clean-up support, community awareness activities, and reinforcement of early-warning mechanisms, where applicable. 

  1. Key Tasks and Responsibilities 

4.1 Hotspot Identification and Site Verification 

  • Work with ward leaders, Ward Disaster Management Committees, and community volunteers to identify flood-prone waste accumulation areas (blocked drains, riverbanks, market surroundings, etc.). 
  • Conduct site verification in collaboration with the project team. 
  • Support approval of final clean-up locations by Municipal Disaster Management Offices. 

4.2 Planning and Logistics Coordination 

  • Develop a detailed implementation schedule for clean-up events (conducted on Saturday).
  • Arrangement of clean-up equipment such as gloves, rakes, brooms, shovels, Wheelbarrows, sacks, and safe gear. 
  • Coordinate with municipal solid waste departments to arrange hired trucks for waste collection and disposal at designated dumpsites. 
  • Ensure occupational health and safety standards are followed during all activities.
  •  Preparation of visual awareness materials 
  • Invite an environmental expert to educate the community about the impact of poor waste management 
  • Arrange for volunteers for the cleanup event day 
  • Work closely with the school awareness team, as students from the selected wards will also be invited to attend the clean-up events 

4.3 Community Mobilization and Partner Engagement 

  • Support ward leaders and OMDTZ to mobilise community volunteers, youth groups, and students. 
  • Facilitate community announcements through notice boards, megaphones, and local networks.
  • Coordinate with partners and relevant municipal and ward authorities 

4.4 Event Execution 

  • Implement clean-up events every Saturday, with two wards cleaned in parallel.
  •  Each event shall last approximately 4–5 hours and include: 

Opening remarks by ward leaders or project representatives 

Environmental awareness sessions on waste management, flood preparedness, and drainage maintenance 

Active clean-up of drains, river channels, market surroundings, and other identified areas 

Interactive activities (e.g., music, group engagement) to sustain participation

Group reflection and assignment of post-event maintenance responsibilities 

4.5 Integration of Early Action Awareness and Early Warning 

  • Conduct short awareness sessions for nearby residents and vendors during each clean-up event, covering: 

Flood early warning signs and early actions 

Safe evacuation practices 

Proper waste disposal and its role in flood risk reduction 

  • Distribute visual awareness materials (posters, leaflets, banners).
  • Facilitate demonstrations on interpreting Early Warning Poles (Green–Yellow–Red) and siren alert signals, where installed, support will be given by the OMDTZ team 

4.6 Post-Event Procedures and Documentation 

  • Coordinate inspections with ward environmental officers and community leaders to confirm task completion. 
  • Ensure all collected waste is removed and disposed of appropriately. 
  • Take before-and-after photographs for accountability and donor reporting. 
  • With the OMDTZ team’s help, formally hands over all clean-up tools to the Ward Executive Office for continued community use ( Recommended tools will be prepared by the OMDTZ team). 
  • Submit a summary report after each event, summarising:

4.7 Sustainability and Follow-up 

  • Support wards to establish or strengthen Environmental and Clean-up Committees.
  •  Participate in quarterly follow-up visits to monitor progress and encourage continued maintenance. 
  • Document lessons learned to inform future community preparedness and awareness initiatives

Dar es Salaam: April 2026 – June 2026 

  1. Deliverables 

The firm/company shall deliver the following: 

  • Approved implementation plan and schedule 
  • Successful completion of cleanup and awareness events in all targeted locations
  •  Waste collected and properly disposed of through authorised channels 
  • Progress reports (as agreed) 
  • Final comprehensive activity report with supporting documentation, including lessons learned and recommendations
  1. Duration of the Assignment 

The assignment shall be implemented within 3 months (April to June) in Dar es Salaam, a period aligned with the project timeline, with cleanup events conducted on Saturdays according to the agreed schedule. 

  1. Documentation and Reporting 

The organization will report to the Project Manager or designated Project Focal Person. Close coordination with municipal authorities and ward leadership is required throughout the assignment. 

  • Document each cleanup and awareness event with attendance records, photographs, and brief activity summaries. 
  • Prepare and submit periodic progress reports and a completion report detailing:

  1. Required Qualifications and Experience of the Organisation 

The consulting organisation should demonstrate strong experience in community-based environmental activities, public awareness campaigns, and event coordination. Specifically, the applicant should meet the following qualifications: 

  • At least 3–5 years of proven experience in implementing community-based environmental initiatives, waste management programs, or disaster risk reduction activities. 
  • Demonstrated experience in organising community clean-up campaigns, environmental awareness programs, or public engagement activities. 
  • Experience working with local government authorities, ward leadership, community groups, youth organisations, and schools. 
  • Prior experience implementing projects in urban communities or informal settlements, particularly in flood-prone areas, is an added advantage.
  • Experience integrating disaster preparedness and early warning awareness into community activities. 
  • Experience facilitating youth and school engagement in environmental programs. Technical Capacity 

The organisation should have a qualified team with expertise in the following areas: 

  • Environmental management or solid waste management 
  • Community mobilization and engagement 
  • Public awareness and behaviour change campaigns 
  • Disaster risk reduction and climate resilience (desirable) 
  • Event planning and logistics coordination
