Position: HSE Trainer 

Total Exploration and Development Uganda Limited (TEPU), CNOOC  Uganda Limited (CUL) and the Government of Uganda have discovered crude oil in theLake Albert area and want to develop and build an oil pipeline  to connect production from the Kingfisher area to Buliisa-Nwoya area of  crude oil is exported to the international market. 

The East African Crude Oil Pipeline (EACOP) project is part of the Lake  Albert Development Project, a 1,443-kilometer transnational long-distance  pipeline development project that can transport crude oil from Uganda to Tanga Port onthe east coast of Tanzania . 

The EACOP system is divided into three components, above ground installations (AGIs), pipelines and offshore storage terminals (MST).The above ground installation (AGI) consists of 6 pumping stations (PS-1 to  PS-6) and 2 pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.  

The pipeline consists of 1,443 kilometers of 24-inch continuous heated  export pipelines, connecting the Kabaale hub pumping station (PS-1) in the  Hoima region of Uganda and the Tanga region storage reservoir in Tanzania  . The pipeline includes all intermediate valve chambers , electric heat tracing  (EHT) systems, high voltage distribution (HV) and fiber optic (FO) cables  and related equipment, as well as the EHT substation. 

Our project is divided into three lots – LOT1, LOT2 and LOT3. Upon joining,  you will be assigned to LOT3, covering the section from Singida to Tanga. 

LOT3 encompasses six spreads (Spread 11 to Spread 16) and three pump  stations (PS06, PRS01, and PRS02). 

Roles and Responsibilities: 

The HSSE Trainer will be responsible for developing, delivering, and evaluating  comprehensive Health, Safety, Security, Social, and Environmental (HSSE) training  programs to all project personnel, including subcontractors and visitors. The aim is to  foster a strong environmental attitude and ensure a high level of HSSE competency  across all project activities. 

Training Program Development & Delivery: 

  1. Identify training needs and design HSSE training programs tailored to site  personnel and staff, aligned with the Training Matrix and current risk  exposures. 
  2. Prepare and update mandatory HSSE training matrices and annual  training programs based on legal requirements and trend analysis results. 
  3. Prepare training slides/presentations and execute training sessions,  including assessment verification of trainees. 
  4. Conduct job-related training for all local employees and stakeholders. 
  5. Train, coach, evaluate, and develop new hire employees in accordance  with established procedures. 
  6. Research, write, and create new training materials based on project site  needs and risk. 
  7. Evaluate and update training programs to keep current with new  techniques and HSE recommendations. 
  8. Prepare weekly and monthly training schedules, aligning prerequisite  training with other required training. 
  9. Track and record all training activities through a training registry and  maintain training certificates. 
  10. Prepare and maintain training records, monitoring and setting schedules  for training classes as required. 
  11. Regularly evaluate the effectiveness of H3SE training and develop 

appropriate training solutions/changes to ensure a high level of quality and  competency. 

Competencies: 

  1. Proven ability to identify training needs and design effective H3SE training  programs. 
  2. Strong presentation and communication skills, capable of delivering  engaging training sessions to diverse audiences (including management,  staff, subcontractors, and local employees). 
  3. Proficiency in preparing and maintaining comprehensive training records  and documentation. 
  4. Skilled in evaluating and updating training programs to align with new  techniques and HSE recommendations. 
  5. The H2SE competency standard for H2SE trainer(s) of the applicable  H2SE training courses, including train-the-trainer, as applicable, must be  established with more than 5 years of experience in related oil and gas  pipeline projects as trainer. 
  6. The competency of the H2SE trainer (internal and external) for approval to  deliver H2SE training courses must be assessed. 

Job Requirements: 

  1. Bachelor’s degree or above. 
  2. NEBOSH Certificate and Occupational Safety and Health Trainer (Train the  Trainer) are required. 
  3. Minimum 5 years of HSE-related work experience. 
  4. Able to accept the nature of the project’s work. 
  5. Good interpersonal skills & ability to work within a team and individual. 
  6. Those with experience in petroleum pipeline or construction related  industries are preferred.  
  7. Flexible and adaptive- work in different places and with different people. 
  8. Should have laptop, mouse and other office supplies on the first day of  work.  
  9. Should have good physical condition, free from infectious diseases and  other diseases.
