Role overview

Key responsibilities
- Financial & Operational Control: Manage district budgets inside approved parameters; monitor expenditure burn rates; oversee procurement, store inventory, and field supply chains; submit weekly financial accountabilities.
- Duty Station: Tanzania - Muleba, Karagwe, and Misenyi.
- District Portfolio Execution: Drive end-to-end implementation of RTV models; track quarterly and annual targets (income proxies, household reach, infrastructure, savings mobilization); deploy corrective action plans for field risks.
- The Project Manager serves as the district-level operational lead accountable for delivering RTV's integrated graduation model portfolio across assigned clusters.
- Government & Stakeholder Alignment: Function as RTV's primary liaison with district and ward government authorities; align implementation schedules with district plans; ensure regulatory compliance and report submissions.

- Key Duties & Responsibilities.
- The role goes beyond activity supervision to focus on execution fidelity, government alignment at district and ward levels, team performance management, strict budget discipline, and data-driven field management.
- Performance Management & Leadership: Directly supervise Project Officers; translate annual plans into weekly execution targets; conduct weekly output and quality reviews; lead staff performance evaluations and mentoring.
- Field Travel: 80%.
- Reports To: Head of Program Implementation.
- Logistics & Strategic Contribution: Oversee district office operations and field transportation assets; organize donor and leadership field visits; contribute field insights to inform model adaptations for Tanzania.
- Operating in Uganda, Rwanda, DRC, and Tanzania, RTV partners with remote rural communities to implement data-driven, sustainable poverty graduation programs that boost household incomes and community resilience.
- Data-Driven Management: Interpret performance dashboards to evaluate cluster progress; correct underperforming metrics; ensure precise and data reporting.

Requirements
- Education: Bachelor's degree in Project Planning & Management, Development Studies, Social Sciences, Community Development, or a related field. (A Master's degree or Postgraduate Diploma in Project Management or Development Practice is a useful extra).
- Field Requirements: Ability and willingness to travel up to 80% of the time across rugged, rural field conditions.
