Job Purpose
The Contract & Vendor Management Specialist is responsible for ensuring all ICT contracts are well-structured, compliant, and aligned with organizational and regulatory standards. The role drives optimal financial value through end-to-end ICT budget planning, expenditure monitoring, and cost optimization.
Additionally, this position oversees end-to-end vendor relationships, including Service Level Agreement (SLA) negotiation, software license utilization tracking, vendor performance evaluation, dispute resolution, and efficient processing of ICT vendor payments.
Key Responsibilities
1. Contract & Software License Management
-
Review and manage ICT supplier contracts, ensuring alignment with financial and service performance targets.

Track contractual deliverables, software licenses, and utilization rates against agreed terms to avoid compliance gaps or overspending.

Oversee and resolve commercial disputes between the Bank and ICT suppliers amicably and in a timely manner.
2. Vendor Relationship & SLA Oversight

Establish and maintain a comprehensive, up-to-date catalogue of all third-party ICT suppliers and vendors.

Monitor supplier service delivery by tracking incidents and service requests against agreed SLAs.

Organize and lead vendor performance review meetings, sharing detailed reports with key internal stakeholders.

Support commercial negotiations with vendors to secure cost efficiencies and optimal service terms.
3. IT Budgeting & Financial Control

Coordinate annual ICT budget planning, review, and approval processes, recommending adjustments based on business trends.

Monitor IT budget utilization by reviewing payments and recording all expenditures related to ICT projects and services.

Oversee ICT vendor payment processing, actively driving improvements in Turnaround Time (TAT) and process efficiency.
Educational & Professional Qualifications
Required Education & Experience
-
Degree: Bachelor’s degree in Computer Science, Computer Information Systems, Management Information Systems, or a related field.

Experience: At least 2 years of experience in IT contracts and supplier management within a banking or regulated corporate environment.

Core Skills: Proficiency in financial management, IT budgeting, vendor performance tracking, and Microsoft Excel.
Preferred Certifications & Framework Exposure

Certifications (Added Advantage): CISA, CGEIT, CRISC, or certifications/formal training in Procurement and Contract Management.

Framework Knowledge: Good understanding of ITIL, PMP / PRINCE2, and Governance, Risk, and Compliance (GRC) frameworks applicable to Tanzania’s banking sector.

Technical Understanding: Sound knowledge of ICT infrastructure, information security requirements, and vendor lifecycle management.
