Purpose of the tender
The purpose of this tender is to invite bids for Economic Empowerment Projects for 07 Sets of Homemade Soap Items and 03 Sets of Home Bakery Items.

Second: Financial offer
The financial offer must include:
Signed and stamped financial proposal.
An editable Excel version of the financial proposal, in addition to the signed and stamped proposal.
The Tender Committee has the right to review the price tables. If discrepancies occur between written and numerical values, the written value shall prevail. If discrepancies occur between the unit price and total price, the unit price shall prevail.

Bid validity
Awarded bidders must comply with all tender terms, subject to any written exceptions or agreed amendments.
Bid preparation costs
Bidders are not entitled to claim any costs related to bid preparation, whether the bid is awarded or rejected.
Bidders are responsible for obtaining all necessary information at their own expense.
Information provided by Qatar Charity is intended only to guide bidders.
Bidders must independently verify the sufficiency of the information. Qatar Charity bears no responsibility for any resulting loss, damage, or expenses.
Bid format
All bid procedures must be completed by qualified personnel. Bidders must not assume that Qatar Charity knows their organizations; all forms must be fully completed.

The technical evaluation will be conducted before the financial evaluation.

Bidders must verify all calculations and ensure that every document is completed, signed, and stamped.
Bid modification and withdrawal
No modifications are allowed after the tender closing date.
If a bidder withdraws before evaluation, Qatar Charity may confiscate the bid security without prior notice.
Confidentiality and data protection
All information contained in the Invitation to Tender, as well as information included in subsequent correspondence or later negotiations, shall be considered confidential.
Bidders are not permitted to publish the Invitation to Tender or communicate or disclose any information to a third party. They are also prohibited from using such information for any commercial or industrial purpose unrelated to this tender.
A bidder may communicate or disclose information to entities that require it strictly for preparing the bid or supporting subsequent negotiations, provided that all confidentiality obligations are observed.
Qatar Charity will treat all information submitted by bidders as commercially confidential, except for information required by law. Such information shall not be disclosed to a third party without the bidder’s written consent.
All personal data submitted in response to this tender will be handled in accordance with Tanzania’s Personal Data Protection Act, 2022. By participating, bidders consent to their data being used solely for procurement purposes. Any cross-border transfer of personal data will comply with the legal safeguards outlined in the Act.
Prevention of sexual exploitation and abuse
Qatar Charity unequivocally condemns all forms of sexual exploitation and abuse, as well as bullying and various non-sexual abuses of power committed by its employees and affiliated personnel against any individual, irrespective of age, gender, sexuality, disability, religion, or ethnic origin.

Qatar Charity information security policy
Bidders must comply with the following Qatar Charity information security requirements:
The equipment or services must comply with all legal and regulatory requirements of the State.
The equipment or services must comply with intellectual property rights requirements.
Acceptable-use requirements apply to all information accessed, used, or processed by the external party.
The supplier or service provider shall be required to sign a Non-Disclosure and Compliance Agreement.
The supplier or service provider must specify in writing all access permissions required to perform the work, including access to physical premises, systems, or information during the contract period.
The supplier or service provider must identify its information security level and ensure the confidentiality, integrity, and availability of the organization’s information upon request.
Acceptable-use requirements shall apply to all information accessed, used, or processed by the external party.
All contracts and confidentiality agreements must be reviewed by the Legal Department if the contract is provided by the external party.
Contracts must align with all information security policies and procedures, as well as the organization’s regulations and policies in effect at the time of signing.
A Service Level Agreement must be signed whenever applicable.
Qatar Charity reserves the right to conduct any necessary audits when evaluating the external party’s services to verify the accuracy of submitted qualifications and the party’s ability to fulfil its contractual obligations.
Qatar Charity has the right to retain reports and records of work monitoring to ensure the external party’s compliance with the information security requirements documented in the signed contracts.
Any changes made by the external party to the organization’s information assets, including systems or data, must be fully documented.
The supplier awarded the tender must sign a Confidentiality and Non-Disclosure Form.
Important instructions
If circumstances require the cancellation or postponement of the tender evaluation, bidders shall be notified. In the event of postponement, all submitted bids shall remain valid for the extended period.
Each bid must be accompanied by an initial bid security amounting to 0%, submitted as a certified bank cheque or bank guarantee issued by an accredited bank in the State.
Any bid not accompanied by the required bid security will be disqualified.
The certified cheque or bank guarantee shall be returned to bidders who are not awarded the tender.
Cash payment of the initial bid security will not be accepted.
The selected supplier will be formally notified in writing within one week of the final approval of the tender result.

Scope of work
The project shall be implemented within the city of Dar es Salaam and the agreed-upon regions.
Work plan and ability to meet project execution requirements
The bidder must submit detailed descriptions of the following:
A comprehensive timeline for executing the work, including a delivery schedule.
Identification of the project team.
A clear definition of the roles and responsibilities of the project team members.
Appointment of a company supervisor to communicate with Qatar Charity. The bidder must provide:
An official email address for formal correspondence
A WhatsApp number for urgent notifications, maintenance matters, and coordination between the parties
The supplying company shall bear full responsibility for all safety and security procedures throughout the project implementation period. The company shall be solely legally and criminally liable for any property damage or loss of life resulting from poor execution, non-compliance with standards, or failure to meet the specified quality requirements until the project is fully and finally handed over.

Homemade soap project
Each set must include the following:
Storage container: 5-litre containers, 12 pieces, made from durable, chemical-resistant plastic.
Mixing machine: Electric handheld mixing machine or heavy-duty paddle mixer designed for professional and industrial use. It must:
Have a powerful electric motor suitable for continuous operation and efficient mixing of liquids and semi-liquids.
Include a long stainless-steel mixing shaft with a strong metal paddle head for uniform and thorough mixing.
Have durable housing and ergonomic dual handles for stability and comfortable operation.
Include multiple speed controls for adjusting the mixing intensity according to material requirements.
Operate on a 220–240V power supply.
Be suitable for mixing chemicals, soap solutions, paints, adhesives, and similar materials.
Be easy to operate, clean, and maintain.
Be designed for repeated heavy-duty use.
Electronic scale: One stainless-steel digital electronic weighing scale.
Wooden spoons: Three large, durable hardwood spoons, XL size.
Bucket: One 50-litre, heavy-duty, high-quality, chemical-resistant plastic bucket capable of withstanding soap-making ingredients (Cello).
Round buckets: Two 20-litre plastic round buckets. The plastic must be thick and reinforced to prevent cracking.
Gloves: Two pairs of black, chemical-resistant gloves made from durable material and designed to protect the hands.
Sodium hydroxide: One piece of two-litre liquid from sodium hydroxide.
Citric acid: One piece of two-litre liquid form.
Glycerin: One piece of two litres, pure and of high quality.
Natural fragrances: Six different fragrances that are high-quality, pure, and safe for cosmetic use.
Natural colours: Two types of natural colours that are safe for cosmetic use, non-toxic, and free from harmful chemicals.
Table salt: Five kilograms of food-grade table salt.
Home bakery project
Each set must include the following:
Commercial bakery oven
A single-door, electric, stainless-steel commercial bakery oven suitable for professional use in bakeries and food-production facilities. It must:
Have a heat-resistant stainless-steel body and durable structure.
Include a front heat-resistant glass door for monitoring the baking process.
Include an internal operating light for improved visibility.
Have a temperature range of approximately 160°C to 320°C, or equivalent or better.
Have reliable temperature control and an easy-to-use control panel.
Include one or two trays, as available, with a clear indication of capacity.
Feature top heating, bottom heating, or both combined, which must be specified.
Have effective thermal insulation to prevent heat loss and improve energy efficiency.
Be designed for continuous operation.
Be easy to operate and maintain.
Be suitable for commercial bakery environments.
Heavy-duty mixer
A heavy-duty mixer with a 20-litre capacity, designed for commercial use and suitable for dough mixing, blending, whisking, and other heavy mixing tasks. It must:

Include five adjustable speeds, from 1 to 5.

The contractor or supplying company shall bear full responsibility for obtaining all activity-related permits for the shops and grocery stores, including the supply and delivery of materials and goods and the provision of containers as required by the Ministry of Municipality or any legally authorized entity in the country.
Compliance with local environmental regulations, labour and employment laws, Civil Defence requirements, and any other applicable legislation is mandatory.
