Position summary
This position serves as the Public Health Administrative Specialist for CDC Tanzania’s Global Health Security work.
The job holder will support the Division of Global Health Protection (DGHP), focusing on:
Cooperative agreement and partner management
Operational budgeting and finance
Program support
Office administration
The job holder serves as a liaison between management and operations teams at post and identified headquarters points of contact.
The position requires establishing and maintaining relationships with various groups, including:
National government focal points
Implementing partners
CDC Tanzania personnel
Other U.S. agencies within the Mission
Headquarters-based subject matter experts
Extramural partners

Major duties and responsibilities
1. Administrative management for cooperative agreements – 40%
The job holder serves as the DGHP cooperative agreement specialist for agreements managed in Tanzania.
Responsibilities include:
Liaising with CDC headquarters and DGHP’s respective grants management teams.
Maintaining a thorough understanding of the purpose, terms, conditions, and responsibilities of cooperative agreement recipients, the Project Officer, DGHP headquarters-based Assistance Management Team, and CDC headquarters Office of Grants Services.
Coordinating across CDC Tanzania to ensure cooperative agreement activities are conducted according to the terms and conditions of the Notice of Award.
Ensuring that U.S. Government funds are appropriately used throughout the cooperative agreement lifecycle.
Working closely with Project Officers and activity managers to provide advice on the soundness of administrative controls contained in proposals, work plans, and budgets.
Ensuring that proper procedures are followed throughout the cooperative agreement lifecycle, including post-award amendments.
Providing technical assistance to implementing partners so they can meet the administrative requirements set out in the Notice of Award.
Advising the DGHP Program Director, Deputy Director, Project Officers, Activity Managers, and implementing partners on fiscal and programmatic reporting.
Ensuring that necessary documents are completed and submitted on time.
Tracking cooperative agreement documents, including quarterly reports, continuation applications, supplemental applications, and financial status reports.
Providing written recommendations and justifications to the CDC headquarters grants office when changes to the program description, Notice of Award, reporting requirements, or other award terms and conditions are necessary.
Working with CDC cooperative agreement systems, tools, and forms and helping implementing partners use those mechanisms.
Developing and maintaining systems that provide timely notification of cooperative agreement deadlines, including Notices of Funding Opportunity, applications, and reporting.
Maintaining monthly and annual calendars of cooperative agreement actions, including site visits, routine training for staff and recipients, and other date-sensitive activities.
2. Program support – 30%
Responsibilities include:
Ensuring effective documentation and tracking for a complex programmatic portfolio involving multiple implementing partners and funding streams.
Working with the DGHP team to maintain effective records in Microsoft Teams and other platforms identified by CDC Tanzania.
Updating and maintaining records in the Grants Solutions Grants Management Module.
Ensuring information in the Grants Management Module is aligned with documentation stored on OneDrive, Microsoft Teams, and other platforms.
Tracking and maintaining records of CDC Global Health Security support by geographical location and project period for easy retrieval.
Supporting interagency partner portfolio reviews by maintaining program management tools used to allocate and track resources provided to in-country partners.
Providing input to U.S. Government staff regarding administrative initiatives and guidance that may improve reporting accuracy and timeliness.
Working with laboratory, surveillance, and emergency management colleagues to ensure programs complement one another’s support and capacity-building activities.
Coordinating and documenting partner management activities for global health security and emergency response.
Coordinating, scheduling, and documenting implementing partner meetings with CDC Tanzania teams and key stakeholders.
Tracking and following up on action items arising from cooperative agreement meetings.
Participating in reviews of implementing partners’ annual work plans and financial reports to ensure technical soundness and responsiveness to CDC strategies and guidelines.
Reviewing and editing program documents for correctness.
Recording and tracking submitted documents and documents due for submission.
Following up with CDC staff and implementing partners regarding required submissions.
Helping program staff arrange meetings with host-country government counterparts.
Assisting with the clearance of project documents through host-country government channels.
Tracking proposals, work plans, progress reports, and internal documents.
Preparing correspondence, reporting cables, and other documents.
Providing logistical support for meetings when necessary.
Drafting accurate and concise reports and routine non-technical correspondence for senior management.
3. Budget management and finance – 20%
Responsibilities include:
Supporting DGHP in formulating and administering annual budgets for funds managed by DGHP Tanzania.
Managing Global Health Security funds, relevant supplemental funding, and other funding sources as necessary.
Preparing projections and tracking management and operations spend plans and programmatic budget plans.
Analyzing expenditure by activity regularly, including during mid-year and end-of-year budget reviews.
Comparing annual budget projections with actual expenditures, making adjustments, and reporting discrepancies.
Advising the DGHP Program Director about funds that may be available for new activities or possible funding shortfalls.
Coordinating with the CDC Tanzania Finance Team, DGHP Headquarters Finance Team, other DGHP branches and offices, and relevant CDC Centers, Institutes, and Offices.
Ensuring budgets are properly formulated, maintained, and executed.
Remaining current on fiscal requirements associated with a diverse and complex funding portfolio.
Responding to operational budgeting data requests in collaboration with the CDC Tanzania Finance Team.
Supporting the timely and effective management of unliquidated and undelivered obligations.
Monitoring post-held balances and proactively recommending spend-plan management actions to DGHP Tanzania leadership.
Helping cooperative agreement partners understand award budget categories.
Reviewing partner budget requests to ensure that proposed costs are allowable, allocable, and reasonable.
Providing financial advice and monitoring implementing partners’ financial reporting to CDC headquarters for timeliness and accuracy.
Conducting periodic pipeline analyses and reporting the findings to program management staff.
4. Administrative support – 10%
Responsibilities include:
Liaising with the Finance Team, Cooperative Agreement Management Team, Embassy teams, and other interagency teams as necessary.
Maintaining a stakeholder list containing pertinent contacts from the Ministry of Health and international partners.
Maintaining the program calendar.
Ensuring that reporting deadlines and requests for programmatic information are addressed on time.
Helping the DGHP team compile documents for performance audits, reports, project and program evaluations, and program reviews.
Coordinating logistics for routine and special events, including meetings, conferences, training programs, and visits from high-level delegations.

Additional employment considerations
For EFMs, USEFMs, and AEFMs
