Associate Director, Supply Chain Management at FHI 360

The Associate Director, supply chain management provides strategic and technical leadership to strengthen Tanzania’s public health supply chain and pharmaceutical services, ensuring sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. The role oversees efforts to strengthen national and sub-national supply chain systems and  build personnel’s capacity to sustainably manage health commodities procured through national/local systems , and strengthen pharmaceutical management systems including quality pharmaceutical services and national regulatory systems Reporting to the Technical Director, the Associate Director is responsible for shaping the overall strategic direction and oversee the execution of the supply chain portfolios. The incumbent will lead the design and implementation of innovations in the supply chain ecosystem, documenting best practices, ensuring successful planning, quality implementation, performance monitoring, and evaluation of all components of the supply chain activity.

Leadership and Strategic Direction

  • Set the overall strategic direction for the supply chain portfolio and establish measurable performance indicators aligned with project objectives and donor priorities.
  • Provide overall leadership to ensure the achievement of supply chain objectives, deliverables, and performance targets.
  • Provide technical leadership, oversight, and guidance to the project’s supply chain team, fostering a culture of high performance, collaboration, accountability and continuous learning.
  • Lead the supply chain work-planning process in collaboration with project leadership and ensure activities are aligned with annual work plans and approved budgets.

Program Management and Oversight

  • Ensure donor, programmatic, operational, and financial requirements are met and that project deliverables are completed within established timelines and quality standards.
  • Oversee implementation of supply chain activities and monitor progress against approved work plans, milestones, indicators, and budgets.
  • Identify implementation risks and operational challenges and develop mitigation strategies to ensure achievement of project objectives.
  • Ensure sound management and oversight of consultants, sub-partners, and technical advisors engaged in supply chain activities.

MERL

  • Coordinate with the Director, Strategic Information to ensure systems and processes support effective monitoring, evaluation, learning, and adaptive management of supply chain activities.
  • Drive the review and interpretation of supply chain performance data to inform decision-making, continuous improvement, and program adaptation.
  • Coordinate and oversee the preparation and quality assurance of donor reports, technical updates, work plans, success stories, presentations, and other required deliverables related to supply chain activities.
  • Ensure timely, accurate, and high-quality reporting on progress, achievements, challenges, lessons learned, and performance indicators.

Stakeholder Engagement and Coordination

  • Serve as the primary focal point for strategic engagement with government counterparts, donors, implementing partners, and other stakeholders on supply chain matters.
  • Foster collaborative relationships with national and sub-national stakeholders to strengthen ownership, coordination, and sustainability of supply chain interventions.
  • Represent the project at relevant technical working groups, stakeholder meetings, and external forums related to supply chain systems strengthening.

Knowledge Management and Quality Improvement

  • Liaise with the Senior Technical Advisor, Communication & Knowledge Management to ensure effective documentation, dissemination, and sharing of supply chain achievements, lessons learned, best practices, and innovations.
  • Promote the use of evidence, data, and learning to strengthen supply chain systems and improve program performance.
  • Ensure compliance with donor regulations, organizational policies, and applicable national guidelines related to supply chain and pharmaceutical management activities.

Education:

  • Master’s degree (or international equivalent) in public health, supply chain management, institutional development or related field
  • Project Management Professional (PMP) or equivalent project management (PM) certification preferred.

Experience:

  • Minimum of 10 years of progressively related professional experience; including at least 3 years in leadership and line management
  • Demonstrated experience managing donor -funded projects in developing countries; Preference will be given to those with considerable working experience leading large and complex supply chains and/or managing large health supply chain technical assistance projects in low- and middle-income countries;
  • Minimum 5 years of experience working on supply chain/pharmaceutical management projects particularly in low- and middle-income countries;
  • Strong analytical, problem-solving, and report-writing skills, with the ability to interpret performance data, identify implementation challenges, and develop actionable recommendations for improvement.
  • Demonstrated ability to build and maintain effective relationships with government counterparts, donors, implementing partners, and other key stakeholders.
  • Demonstrated success overseeing high performing supply chains with direct knowledge of innovations and best practices;
  • Working knowledge of and/or experience improving product availability, visibility, supply chain performance and supply chain risk mitigation measures;
  • Demonstrated success at managing a team to implement complex, large scale projects on time and on budget;
  • Excellent communication and stakeholder management skills; and
  • Written and spoken English and Kiswahili fluency (native or equivalent).

The expected hiring salary range for this role is TZS 90,000,000 – 130,000,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
