Job Purpose

To provide strategic leadership for the identification, assessment, mitigation, monitoring, and governance of Environmental, Social, and Climate (ESC) risks arising from the Bank’s credit portfolio by ensuring these risks are effectively integrated throughout the credit lifecycle. The role is responsible for embedding climate and ESG risk requirements into credit policies, systems and processes, and ensuring compliance with the Bank of Tanzania regulations, international standards (including IFC Performance Standards, Equator Principles, and other development finance institution requirements), and the Bank’s sustainability commitments.

 

The Senior Manager will oversee Environmental and Social Due Diligence (ESDD), portfolio monitoring, covenant management, ESG reporting, climate risk integration, capacity building, and stakeholder engagement while providing Environmental and Social Risk oversight for sustainable finance, climate finance, and other specialized credit transactions and safeguarding the Bank against environmental, social, climate-related, legal, financial, and reputational risks. The role will also drive continuous improvement of ESG governance, digitalization of E&S risk management processes, and strategic collaboration with internal business units, regulators, investors, and development partners.

Principle Responsibilities

  • Provide strategic oversight of Environmental and Social Due Diligence (ESDD) for all applicable lending, investment, treasury, and structured finance transactions, including reviewing and approving environmental and social risk assessments to ensure compliance with the Bank’s ESMS, regulatory requirements, internal policies, and international good practice.
  • Assess and evaluate environmental, social, and climate-related risks associated with financed activities, including biodiversity, labour, occupational health and safety, community health and safety, human rights, land acquisition, resettlement, and supply chain risks, and determine appropriate Environmental and Social Risk Categorization.
  • Recommend and oversee implementation of risk mitigation measures, including Environmental and Social Action Plans (ESAPs), financing conditions, monitoring requirements, corrective action programmes, and Environmental and Social Covenants, representations, and warranties within financing agreements.
  • Lead portfolio-wide environmental and social risk monitoring and compliance activities, including site monitoring visits, portfolio reviews, compliance verification, covenant monitoring, review of ESG reports, audit findings, consultant assessments, incident reports, and ongoing portfolio performance assessments.
  • Lead the identification, escalation, and resolution of material environmental and social incidents, non-compliance issues, and emerging environmental, social, and climate-related risks across the portfolio.
  • Establish and maintain portfolio-wide ESG risk management systems, including ESG risk registers, monitoring frameworks, dashboards, management information systems, portfolio analytics, and reporting tools to support decision-making, strategic oversight, and regulatory reporting.
  • Lead the integration of environmental, social, climate, and nature-related risks into the Bank’s credit risk assessment, portfolio monitoring, enterprise risk management processes, climate transition strategy, resilience programmes, and sustainable finance initiatives.
  • Oversee the development, enhancement, and integration of ESG data management systems, digital solutions, automation initiatives, and ESG and climate risk requirements within Credit Management Systems and other relevant platforms, ensuring data integrity, quality, and completeness.
  • Prepare and oversee Environmental and Social Risk reports, portfolio monitoring reports, ESG dashboards, management updates, regulatory submissions, development partner reports, and provide periodic portfolio risk analysis and recommendations to senior management and relevant governance committees.
  • Build and maintain strategic relationships with regulators, development finance institutions (DFIs), investors, technical partners, consultants, industry associations, and other stakeholders, and represent the Bank during regulatory inspections, ESG assessments, sustainability engagements, due diligence exercises, and national, regional, and international ESG, climate finance, and sustainable banking forums.
  • Manage and oversee external environmental and social consultants, including quality assurance of independent assessments, portfolio monitoring assignments, capacity-building programmes, technical assistance initiatives, and grant-funded ESG projects.
  • Lead, coach, mentor, and develop Environmental and Social Risk professionals and cross-functional teams, while building institutional ESG capability through structured training programmes, awareness initiatives, knowledge-sharing activities, succession planning, and talent development.
  • Promote a culture of responsible banking, accountability, innovation, continuous improvement, and sustainability excellence across the Credit function and the wider organization.
  • Lead strategic ESG, climate risk, sustainable finance, Environmental and Social Risk Management, institutional sustainability, partnership, and donor-funded initiatives aimed at strengthening portfolio risk management practices and advancing the Bank’s strategic objectives.
  • Develop ESG case studies, lessons learned, best practices, and innovation initiatives to strengthen institutional knowledge, and perform any other duties assigned by the Head of Credit Operations and Administration in support of the Bank’s strategic objectives.

Qualifications Required

  • Bachelor’s degree in environmental science, Environmental Engineering, Natural Resources Management, Sustainability, Climate Change, Environmental Management, or a related field.
  • Minimum from 6 years of relevant professional experience in Environmental and Social (E&S) Risk Management, ESG, Sustainable Finance, Climate Risk Management, Environmental Compliance, Development Finance, or related fields.
  • A master’s degree in environmental management, Sustainability, Climate Change, ESG, Sustainable Development, Climate Finance, Risk Management, or a related discipline will be an added advantage.
  • Professional certifications in ESG, Sustainable Finance, Climate Risk Management, Environmental and Social Risk Management, IFC Performance Standards, Equator Principles, GHG Accounting, PCAF, ISSB/IFRS Sustainability Standards, GRI, SASB, TCFD, ISO 14001, NEBOSH, IOSH, or related fields will be an added advantage.
  • Membership in recognized professional bodies related to environmental management, sustainability, climate change, occupational health and safety, risk management, or related disciplines will be an added advantage.
  • Registration with the National Environment Management Council (NEMC) as an Environmental Impact Assessment (EIA) Expert, Environmental Auditor (EA), or other relevant professional environmental accreditation is highly desirable.
  • Demonstrated experience in conducting Environmental and Social Due Diligence (ESDD) in accordance with IFC Performance Standards and international good practice, as well as stakeholder engagement, project monitoring, environmental and social compliance monitoring, and implementation of Environmental and Social Action Plans (ESAPs).
  • Proven experience in climate risk assessment, greenhouse gas (GHG) accounting, financed emissions measurement, carbon accounting, sustainability performance monitoring, data analysis, and sustainability reporting.
  • Strong knowledge of international environmental and social standards and frameworks, including IFC Performance Standards, World Bank Environmental and Social Framework (ESF), Equator Principles, relevant Tanzanian environmental and social legislation, climate risk management frameworks, climate adaptation and resilience approaches, and sustainable finance principles.
  • Good understanding of sustainability reporting and disclosure frameworks, including GRI, ISSB, IFRS S1 and S2, TCFD, TNFD, and PCAF, as well as biodiversity, occupational health and safety, labour standards, community health and safety, land acquisition and resettlement, and other environmental and social risk areas.
  • Strong analytical, risk assessment, project management, communication, presentation, report-writing, negotiation, and stakeholder engagement skills, with the ability to interpret technical reports, manage multiple assignments simultaneously, work independently, and effectively utilize Microsoft Office Suite and relevant sustainability, climate, and reporting tools.
