About the Organization

The Doris Mollel Foundation (DMF) is a Non-Profit Organization registered under the Laws of Tanzania (Registration No. 00NGO/R2/00079), dedicated to ending maternal and newborn deaths and advancing adolescent reproductive health in East Africa. Through improving neonatal care, advocating for better maternal and newborn health policies, and advancing adolescent reproductive health and well-being, DMF works to strengthen maternal and newborn health in Tanzania and beyond.

Expression of Interest
The Doris Mollel Foundation invites both individual professionals and established firms, companies and agencies to express their interest in supporting the Foundation’s work across Tanzania. We’re looking for experienced individuals and firms who love the work they do and have a strong, hands-on track record to show for it. Alongside technical excellence, we value partners who bring fresh thinking, good judgement, and the confidence to lead and represent work well, whether with partners, government, or the public. Experience seeing projects and programs through from start to finish is a real plus across every area below.

Areas of Focus:
We welcome applications from individuals and firms in the following areas:

  • Architecture – Registered architects or architectural firms (AQRB-registered or equivalent, in good standing) with a minimum of five (5) years’ experience leading the design and construction supervision of institutional or healthcare facilities from concept through completion. Applicants should demonstrate a portfolio of comparable built projects and proven command of functional planning for clinical spaces (patient flow, infection-prevention layouts, maternity and newborn units), compliance with national health-facility design standards and requirements, coordination of multi-disciplinary consultant teams, and production of full working drawings and tender documentation. We also welcome landscape architects with demonstrated experience in site planning, stormwater and external works, green and outdoor spaces, and the design of safe, healing, patient- and family-friendly environments around health facilities. Relevant national and international professional certifications (e.g. AQRB, Architects Association of Tanzania, RIBA, or equivalent, and green-building credentials such as LEED or EDGE) are an added competitive advantage
  • Civil / Structural Engineering – Registered civil or structural engineers or engineering firms (ERB-registered or equivalent, in good standing) with at least five (5) years’ experience leading the delivery and full-time site supervision of building or infrastructure works, ideally including institutional or healthcare construction. Applicants should demonstrate a track record of structural design, preparation and review of technical drawings and specifications, works supervision and quality assurance, management of contractors and clerks of works, and delivery of projects on time, on budget, and to standard. Familiarity with Tanzanian building regulations, geotechnical and site conditions, and health-and-safety compliance on site is expected, alongside strong problem-solving, contract-administration, and reporting skills. 
  • Quantity Surveying – Registered quantity surveyors or QS firms (AQRB-registered or equivalent, in good standing) with a minimum of five (5) years’ hands-on experience owning the full cost function on comparable institutional or construction projects. Applicants should demonstrate proven ability in cost planning and estimating, preparation of bills of quantities, tender and procurement documentation, evaluation of bids, interim valuations and payment certificates, variation and claims management, and full contract administration through to final account. Strong command of measurement standards, cost control and value engineering, and the ability to protect the client’s financial interest and flag cost and contractual risk early, are essential.
  • Maternal, Child Health (MCH) and Newborn Programs Program managers or MNCH specialists who have designed, led, and scaled MNCH programs across multiple sites or regions, with demonstrated NGO and institutional-donor experience at management and supervisory level. Applicants should hold a Master’s degree in Public Health, Health Systems Management, Health Policy, Medicine, Nursing, Public Administration, or a related field, with a minimum of eight (6) years of progressively experience in health systems strengthening, or related health programs, including managing donor-funded projects. We’re looking for individuals who can demonstrate experience leading multi-stakeholder programs involving government institutions, development partners, and implementing organizations; a strong understanding of Maternal, Newborn, and Child Health systems, policies, and priorities in Tanzania; and a proven record in program design, implementation, budgeting, monitoring, reporting, quality assurance, and risk management. A clinical or advanced academic qualification (MMed, MPH, or PhD) is an added competitive advantage.
  • Business Development – Business development managers, specialists, or firms with at least five (5) years’ experience leading resource mobilization, partnership building, and successful proposal and grant development, ideally within the non-profit or development sector. Applicants should have a proven record of funds mobilised with concrete examples and amounts alongside strong skills in prospect research and pipeline management, proposal and sponsorship-package development, corporate and institutional partnership building, and donor cultivation, stewardship, and recognition. We are especially interested in applicants who can build and convert a pipeline from identifying opportunities, positioning the organisation competitively, cultivating corporate, philanthropic, and high-net-worth relationships. A working knowledge of East Africa’s donor, corporate, and philanthropic landscape is a strong added advantage. Doris Mollel Foundation 
  • Environmental (EIA/ESIA) Expert – Registered environmental experts or environmental/EIA firms (NEMC-registered or equivalent, in good standing) with a minimum of five (5) years’ experience conducting environmental and social impact assessment and preparing and monitoring Environmental and Social Management Plans (ESMPs), ideally on institutional or healthcare construction projects. Applicants should demonstrate a track record of registered ESIAs carried through to NEMC certification, in line with the Environmental Management Act and its EIA & Audit Regulations, and proven experience in impact identification and mitigation, stakeholder consultation, environmental and social monitoring, and compliance reporting across the project life cycle. We welcome both individual experts and firms. Familiarity with donor safeguard requirements (e.g. World Bank ESF / IFC Performance Standards) is an added competitive advantage.
  • Finance – Finance managers with full responsibility for program, project or organizational budgets, grants management, audit, and donor compliance. We are interested in applicants who hold a Master’s degree in Accounting, Business Administration, or equivalent, and be a Certified Public Accountant  – CPA(T) or equivalent, with more than 5 years’ working experience including demonstrated leadership is an added competitive advantage. Experience with a non-governmental, governmental, or private-sector entity managing multiple financiers is an added advantage, as is experience with computerized accounting software such as SAGE 300 ERP, EPICOR, or similar.
  • Procurement – Procurement officers or managers with full responsibility for sourcing, tendering, contract management, and supplier performance across programs. Applicants should hold a degree in Procurement and Supply Chain Management, Business Administration, or equivalent, and be registered with the Procurement and Supplies Professionals and Technicians Board (PSPTB) as a CPSP or equivalent, with more than 4 years’ working experience including demonstrated leadership. Familiarity with donor and institutional procurement rules and value-for-money principles is essential, and experience procuring for a non-governmental, governmental, or multi-financier entity is an added advantage.   • Journalism Experienced journalists or media agencies with a demonstrable body of work leading storytelling, documentation, and reporting, ideally for the health, development, or non-profit sector. Applicants should present a strong portfolio across formats written features, photography, and video and demonstrate skills in ethical field documentation and consent (including with vulnerable groups such as mothers and newborns), strong narrative and investigative reporting, and the ability to translate complex health and programmatic work into compelling public-interest stories. A track record of published or broadcast work with reputable outlets is expected with at least 4 years’ of experience. Prior experience with major media houses international outlets such as the BBC, CNN, Al Jazeera, or VOA, or leading Tanzanian houses such as Mwananchi Communications (The Citizen), Daily News, or the Equivalent is an added competitive advantage.

Strong project and program management capability is welcome across all areas.
